Con Edison’s optional residential time-of-use (Rate III) is unusually long on the expensive side. Peak is 8 AM to midnight. Off-peak is only midnight to 8 AM. In summer (June through September) Con Edison publishes about 27.86¢/kWh on-peak and about 5.22¢/kWh off-peak for that TOU delivery structure—more than a 5× spread. Weekdays from 2 PM to 6 PM are called out as a super-peak period to avoid. Other months still use the same 8 AM–midnight peak clock, at a lower published peak cents figure (about 17¢). Many customers remain on a standard residential rate instead; for them the clock matters less than total kWh, but the same interval data still explains a high bill.
A peak-rate anomaly on Con Edison TOU is any large load that misses the eight-hour overnight valley. An EV that charges from 7 PM to midnight is entirely on-peak. The same EV on a 12:30 AM start is off-peak at roughly one-fifth the summer cents. Window air conditioners that run from late afternoon through 11 PM sit in peak for hours, and in summer they also hit the 2–6 PM weekday super-peak. Laundry at 9 PM is still peak. The “I only used it at night” instinct fails here because Con Edison’s night discount ends at 8 AM and does not start at 6 PM.
Meters are AMI (Itron or Aclara). Interval history is typically hourly.
